Bolton faces tense talks with Russian Federation over nuclear treaty

22 October 2018

Amid rising alarm over Donald Trump's announced withdrawal from a key nuclear weapons treaty with Russian Federation, the Republican chair of the Senate foreign relations committee said he hoped it was "just a move" to achieve a new deal, in the way the president threatened then renegotiated the Nafta trade agreement.

President Donald Trump said he plans to pull out of a major arms control treaty with Russian Federation, claiming the Kremlin breached the accord on intermediate-range nuclear weapons.

Sergei Ryabkov, Russia's deputy foreign minister, said a unilateral US withdrawal from the pact "would be a very unsafe step" that would "provoke serious condemnation" from the global community.

By signing the agreement, Washington and Moscow swore off from possessing, producing or test-flying a groud-launched cruise missile with a range between 500 and 5,500km.

US National Security Adviser John Bolton is expected to confirm America's decision this week.

But Trump also hinted that talks could be possible if "Russia comes to us ... and they say, 'Let's all of us get smart and let's none of us develop those weapons'". "They've been violating it for many years", he said.

"I see that he reacts to his interlocutor's arguments", said Putin.

"The countermeasures would be to take out the missiles that are in development by Russian Federation in violation of the treaty", she said.

Putin said he thought the U.S. president wanted to stabilise the troubled relationship between Moscow and Washington and said it was not true that Trump only listened to himself.

Russian Deputy Foreign Minister Sergei Ryabkov told Tass news agency that the USA move would be "a very risky step".

Trump has accused Russian Federation of building and testing missiles that violate the 1987 Intermediate-Range Nuclear Forces Treaty - better known as the INF pact.

"Russia has violated the agreement". "US withdrawal from the INF Treaty is a loser all around".

Egyptian President Abdel Fattah al-Sisi, who was completing a three-day visit to Russian Federation, hailed his talks with Russia's Vladimir Putin on October 17 and the cooperation agreement as opening a "new chapter in the history" of the countries' bilateral relations, RFE/RL reported.

Washington believes Moscow is developing and has deployed a ground-launched system in breach of the INF treaty that could allow Moscow to launch a nuclear strike on Europe at short notice.

Trump didn't provide details about violations.

The treaty required the elimination of short-range and intermediate-range nuclear and conventional missiles by both countries.

Bolton tweeted last week to announce his upcoming tour to Russia, Azerbaijan, Armenia, and Georgia, saying he will meet with counterparts and other senior officials in the four countries "to advance American interests on a range of security issues".

In the past, the Obama administration worked to convince Moscow to respect the INF treaty, but made little progress.
