Kim Hosts South Korea's Moon For Summit Talks In Pyongyang

20 September 2018

South Korean President Moon Jae In was warmly welcomed Tuesday as he became the country's third president to visit Pyongyang, amid drastic changes in the situation surrounding efforts to denuclearise North Korea since the beginning of this year.

Kim and Moon will hold formal talks from 3:30 pm to 5 pm (0630 to 0800 GMT), Moon's office said.

"The members of the special delegation will meet with the President of the Presidium of the Supreme People's Assembly, and the business leaders will have a meeting with the Vice-premier of the Cabinet", said Im Jong-seok, Chair of the Inter-Korean Summit Preparation Committee.

The leaders of North and South Korean are meeting in the North Korean capital for talks centred on the stalled denuclearisation negotiations.

"My hair is too yellow, isn't it", Ailee playfully asked Ri Sol Ju, the wife of North Korea's leader, after they were introduced to each other by Moon's wife. "No signs of division were visible at all from that point of view". Included are Ailee, Block B's Zico, and producer Kim Hyung Suk.

It has unanimously imposed increasingly tough sanctions on Pyongyang that have cut off all North Korean exports, 90 percent of its trade, and disbanded its pool of workers send overseas to earn hard currency.

South Korea's president and the North's leader Kim Jong Un drove together through the streets of Pyongyang Tuesday past thousands of cheering citizens before opening a summit where Moon Jae-in will seek to reboot stalled denuclearisation talks between his hosts and the United States.

Moon is scheduled to stay in Pyongyang for three days till Thursday.

"The government of President Moon", says Gaffney, "is more or less playing for their side, not ours, and to the great detriment to the people of South Korea".

The primary focus of Moon's trip is to address ways to reduce tension on the Korean Peninsula and avoid armed conflict between the two countries.

The North has repeatedly used this ideology to back its demand that the South split from its alliance with the United States.

"Given U.S. skepticism that South Korea may have oversold Kim's willingness to denuclearize, how President Moon delivers his sincerity toward denuclearization to Trump would be a key factor for the fate of their second summit", Lee told a forum on Monday in Seoul.

Hyun met Kim's father Kim Jong Il several times. Moon will hold another round of formal talks with Kim on Wednesday as he tries to convince him to make substantive steps towards disarmament that he can present to Trump, whom Moon is due to meet later this month on the sidelines of the UN General Assembly in NY.

Kim Yo Jong, Kim Jong Un's sister and close aide, and North Korea's ceremonial head of state Kim Yong Nam were also present at the airport.

As Moon arrived, the North's main newspaper said Washington was responsible for the lack of progress in denuclearisation talks.

We need to have "a more concrete agreement on inter-Korean relationships and reducing the [military tension]", he said.

Japan, like the US, wants South Korea to stand firm on the issue of denuclearization, said Yuki Tatsumi, co-director of the East Asia Program and director of the Japan Program at the Stimson Center.

What have North and South Korea accomplished this year?

There's speculation that the scale of the political theater could grow even grander on Wednesday, the second day of the summit, with North Korea possibly engineering one of its huge mass games spectacles for Moon.

South Koreans are divided over whether this week's summit in Pyongyang will help break a stalemate over nuclear diplomacy between the US and North Korea, according to another survey released in early September.
