In his customary address to a joint sitting of both the Houses of Parliament marking the start of the Budget Session, the President said: "Guided by the spirit of the Constitution, the Union government is working towards strengthening social justice and economic democracy and to usher ease of living for the common man". He said the education provides the foundation for building the future of the Nation and government is committed to strengthen and modernizing School and Higher Education system in the country.

During the session, the government is expected to give a fresh push for passage of the Triple Talaq legislation and a bill seeking constitutional status for the OBC commission.

The President underlined that to ensure availablity of "two square meals" to every poor person, "effective enforcement" of National Food Security Act is necessary. "The work on the Agartala-Akhaura rail-link to connect India and Bangladesh is progressing rapidly", he said.

Kovind said there is new respect for India as it has won representation in the International Tribunal for Law of the Sea, International Maritime Organisation; and UN Economic and Social Council.

"In 2014, only 56 per cent villages were connected to roads, today more than 82 per cent villages have road connectivity with the majority being in remote areas", the President added. "So far, flights have commenced from 16 such airports", he said.

"During the first quarter of 2016-17, the economy witnessed a temporary slowdown in GDP growth". He said that in 2017, foreign exchange Reserves have risen to a level of more than $410 billion, and foreign direct investment (FDI) $36 billion to $60 billion during the last three years.
