Green has discussed impeaching Trump since the spring and previously filed impeachment articles in October, almost forcing a vote at that time before House Democratic leaders persuaded him to temporarily abandon the effort. If Pelosi and the House minority leadership want to keep impeachment hopes alive, they need to rein him in.
Green's new eight-page resolution accuses the Republican president of "high misdemeanors", citing "harm to American society to the manifest injury of the people of the United States". That's because Republicans narrowly control the House and Democrats are divided on the issue.

Democratic leaders are expected to oppose Green's resolution, but aides said they aren't whipping rank-and-file members on the measure. I understand why many of my Democratic colleagues, including many who believe President Trump should ultimately be impeached, voted no on today's resolution.
