Arton uses the U.N.'s Development Programme Human Development Index, which rates countries on their perception overseas, to break ties, Forbes reports. While the two countries were previously tied for first place last week, Paraguay recently removed their visa requirements for all residents of Singapore. Territories annexed to other countries are excluded.
Meanwhile, the least mobile passport in the world is Afghanistan, with a score of 22, followed by Pakistan and Iraq at 26.

Also in the top ten are: Sweden (124 and 33), South Korea (117 and 40), Denmark, Finland and Italy (124 and 32), France (123 and 33), Spain (122 and 34) and Norway (120 and 36). This comparatively low number has contributed to the low ranking for the Indian passport.
