United States Announces Withdrawal From UNESCO, Cites 'Anti-Israel Bias'

Under the Reagan Administration, the United States quit UNESCO in 1984, at the time accusing the agency of a pro- Soviet Union bias.

While the U.S. stopped funding Unesco after it voted to include Palestine as a member in 2011, the state department has maintained a Unesco office at its Paris headquarters and sought to weigh in on policy behind the scenes.

The head of UNESCO, Irina Bokova, voiced "profound regret" over the decision, calling it a "loss to multilateralism". "Together, we have worked to protect humanity's shared cultural heritage in the face of terrorist attacks and to prevent violent extremism through education and media literacy".

"This decision was not taken lightly, and reflects USA concerns with mounting arrears at UNESCO, the need for fundamental reform in the organization, and continuing anti-Israel bias at UNESCO", the Department of State's press release said.

She said the U.S. and Unesco matter to each other more than ever now because "the rise of violent extremism and terrorism calls for new long-term responses for peace and security".

Israel's ambassador to the United Nations, Danny Danon, also praised Washington's move as heralding "a new day at the U.N., where there is a price to pay for discrimination against Israel".

While the Trump administration had been preparing for a likely withdrawal from UNESCO for months, the timing of the State Department's statement Thursday was unexpected. The U.S. stopped making payments to the agency in 2011, but maintained an office at its Paris headquarters in the hopes of encouraging a change of course from behind the scenes. It might be alluding to the fact that Palestine, which has not been granted full membership to the United Nations, is a UNESCO member, and that the West Bank city of Hebron was recently named an official world heritage site in a UNESCO statement that also called Israeli occupation of the territory illegal.

The latest withdrawal takes effect December 31, 2018.

UNESCO is responsible for coordinating global cooperation in education, science, culture and communication.
