Miller referred to Harris' intense line of questioning-a trait for which she was commonly praised as a prosecutor in California, but for which she has now been cut off and chastised, such as during Sessions' testimony by Sen. Kamala Harris (D-CA) questioning witnesses from the Trump Administration Justice Department and intelligence officials during a hearing in the Hart Senate Office Building on Capitol Hill June 7, 2017 in Washington, DC.
In this hearing, she asked Sessions what was his legal basis for refusing to answer questions about his communications with President Trump.
"The policy is based on the principle that the President-" Sessions said.
After a wasting time with a series of non-answers and refusal to answer, Harris then asked Sessions to point to a policy that explicitly explained why he couldn't respond. Her constant interruptions of the witness showed utter disrespect for the institution, but made her "presidential timbre" to her peers and the media. John McCain (who isn't even on the Senate intelligence committee) and Richard Burr, committee chairman, cut off Harris' questioning.
The pitch for cash stemmed from Tuesday's Senate Intelligence Committee grilling of Sessions. But, why though? The simple answer appears to be that Senator's Harris interactions with those testifying and her colleagues indeed makes them all uncomfortable.

Harris spokesman Tyrone Gayle told the Associated Press that the senator "has run countless investigations, and will follow the facts wherever they may lead to get the truth for the American people".
She was in the midst of striking a major blow to Sessions' testimony, a move that would have brought Sessions' credibility to its knees.

Unsurprisingly, this still garnered a non-answer, although her question was relatively straightforward and she's still very clear about it.
But men can label Harris as "hysterical" all they want. The more information the better, so I think you can qualify as much as you need to, and especially considering the source.
